Robert J. Marks has been practicing law for over 40 years. As a former attorney at the U.S. Army Office of the Chief Trial Attorney, Mr. Marks gained significant experience handling government contract disputes. He was later the in-house general counsel for a California construction company that specialized in federal government construction projects. For the last 30-plus years, Mr. Marks has represented prime contractors, subcontractors and suppliers in a wide range of contract and construction disputes, including bid protests, changes, differing site conditions, excusable delays, compensable delays, accelerations, extended performance issues, terminations, breach of contract, and defense of False Claims Act claims before California courts, federal courts, the Armed Services Board of Contract Appeals, and numerous state and local agencies. He has extensive litigation experience with numerous jury trials, bench trials, administrative board hearings and arbitrations.
Mr. Marks is a member of the California bar, and practices before California state and federal courts, the Armed Services Board of Contract Appeals and the United States Court of Federal Claims. He earned his Juris Doctor degree from Washington & Lee University, and received a Bachelor of Science degree in Civil Engineering from the Virginia Military Institute.
R.J. Pinto represents prime contractors, subcontractors and suppliers in commercial, construction and government contract disputes. Mr. Pinto has extensive experience with contract and construction issues, including material breach, changes, delays, acceleration, inefficiency claims, performance issues and defaults, bid protests and set-aside issues, false claims, and stop notice, lien and bond issues. He has been involved in two month-long jury trials, both of which resulted in favorable verdicts, and numerous arbitrations and appeals before the Armed Services Board of Contract Appeals. He is a member of the California bar, and practices before California state and federal courts. He earned his Juris Doctor degree from the University of San Diego School of Law, where he graduated magna cum laude and was editor-in-chief of the San Diego Law Review. During law school, Mr. Pinto externed for a federal judge and a state appellate court judge. Mr. Pinto received a Bachelor of Arts degree from the University of California, San Diego.
